Local Government Incentives for Zero Waste, report by Gary Liss & Associates (USA)

A look at options for incentives that local authorities can adopt when meeting challenges that Zero Waste presents. 

Incentives could include structuring the marketplace for residential and commercial generators, waste and recycling haulers, transfer station and material recovery facility (MRF) operators, landfill owners and operators, manufacturers and retailers.

Key policies are embodied in how local authorities structure their garbage collection rates, contractor payments, license fees, recycling program fees, resource consent fees, and local taxes.
