Council Plans
Long Term Council Community Plans - LTCCP The LTCCP is a direct result of the Local Government Act 2002 (replacing the 1974 Act) and is founded on the principles of community participation, accountability and ensuring Councils take a long term sustainable approach towards planning. -It is a ten year plan, reviewed every three years. It can be compared to a roadmap of what Council is spending time and money on. -Local Authorities will be more accountable to their communities and the plan provides an opportunity for participation by the public early on in the decision making process. The plan will help to build up a clear picture of who the community is, their vision and desired outcomes. - Once the outcomes have been identified Council will develop and incorporate a community outcomes statement into the district's first LTCCP. - Council then needs to work out the priorities and how they will be delivered and is responsible for coordinating and collaborating with other public and private bodies to help achieve the outcomes - making it happen. All Councils must have a fully compliant LTCCP for the year beginning 1 July 2006 but must also have adopted a transitional LTCCP (with limited community outcomes) by 1 July 2004. The Annual Plan will focus on financial matters. While many Councils have already consulted their communities there will be more opportunities for you to be involved. It is more than likely that Councils will use the time between the transitional and final plans to continue its community consultation. Ask your Council where they are up to in the process and offer ways of helping them achieve the outcomes set out by your community.
